Waller plans to declare herself regent which will be a coronation in all but name, complete with crown. Gordon comes to speak with her in the throne room but she avoids the meeting and has her henchmen meet him instead. Gordon recognises the King's Bane and Captain Cold as convicted criminals and is surprised to see them out of prison. The King's Bane asks if he has a message for Waller and Gordon demands to know where their daughter is. Barbara is locked in the highest tower of the castle, able only to watch events unfold. In Hobb Forest the day before Waller's coronation, Bruce reunites with the Robins and his allies from the League gather. Jason, one of the Robins, suggests just sneaking in to the palace and assassinating Waller, but the others believe that a sneak attack is too risky. Gordon informs them that Waller has surrounded herself with dangerous individuals. Meanwhile Diana and Harley point out that the people support Waller as they believe she is acting on Lara's behalf and are afraid of outside threats, and so a failed assassination may only make her more popular.
